to sheets or in sheets (usage)

What do you think of this introduction I made to my essay? -

- At that distant year of 1964 we were living a bad time with people going to sheets to claim for something almost every day." Is the use of "sheets" correct?

Thanks in advance to all people who made comments

Isn't sheets another word for newspaper?

Not on its own, no.

Broadsheet - a type of newspaper (you know, those big serious ones it's impossible to read on the train!)

come down as if in sheets (Example: "The rain was sheeting down during the monsoon") - in large groups? conglomerates?

Maybe the word doesn´t exist.

No, this is a correct example. Instead of seeing the individual drops, you see sheets of water.

Can you use sheets to mean a large group of people in a line/queue (a mass of people? - does it make sense in English?) Thank you for your interest and help you have been of great help in my learning.

Sheets, in the sense you were hoping for, is quite specifically used for water/rain.
