to see/view something as something

Can you see any differences in meaning between:
- The internet is viewed/seen by many as a revolutionary educational tool.
- In all three countries he is viewed/seen as a threat to the national security.

I wouldn't use either, but I think I'd go with "view". "See" works for me, though.
