"To Run Away Down The Road"

Hi teachers,

A question, please.

"She run away down the road"

1. Does it necessarily mean that she was on the top side of a place and went down?

2. Can I say that, for instance, "I saw a man running down the road" while I mean he was running along the road?

Thank you
