"To rouge one's knees"

I recently watch the movie "Chicago," and in the opening number is the lyric "I'm gonna rouge my knees and pull my stockings down and all that jazz."

Can anyone explain to me the concept of rouging one's knees?

[/nq] I was puzzled by the same thing after seeing the stage show. I assumed that this was what flappers in their short skirts did to draw attention to their knees. Sadly, the aunt who I used to consult about flapper behaviour has Charlestoned her last.

But they do wobble so, when you give them pillows. This can be an advantage in certain other configurations, but in the kneeling position one does hope for a certain stability.
