To retrieve the growing effeminacy

Could anyone please explain the parts in bold with examples. I would be grateful if you could also summarize the meaning of these sentences for me.

? To retrieve the growing effeminacy of the Mughals......to put a heart into a decaying system and a faith into a listless soul — such were the problems which confronted the son of Shahjahan who should succeed to his father's splendid but cankering power. It was a task for a prophet like Muhammad or such a king as Theodoric.

"retrieve" apparently means "put right" or "remedy", i.e. the effeminacy was a bad thing that needed to be corrected. "to put a heart into a decaying system and a faith into a listless soul" is using "heart" and "soul" as metaphors in reference to the system of rule/government/society.
