To reduce a level?

Hi teachers,
please can someone check the following sentence? I had to express this concept today, but I am not sure having write it correctly:

"According to the Messe´s regulations, the graphics cannot cover the highest part of the fascia. We had to reduce the level of graphics to a maximum height of 3.5 m instead of 4.5 m".

thank you so much, although I am not clear with 2 corrections:

1. why "Messe regulations" and not "Messe´s regulations" ? Messe is "Fair´s authorities"
2. why did you omit the "the" in the sentence: "according to the messe´s regulations" ?

1. why "Messe regulations" and not "Messe´s regulations" ? Messe is "Fair´s authorities"
Messe's is not wrong, particularly if it is the name of a person. But well-known regulations are often referred to without the 'apostrophe ess'.

2. why did you omit the "the"
