To push a case

Hello everybody. Recently I came across an expression and I'm not sure on what it might mean. The expression is "to push a case". Here is an example:


To push a case into court without evidence is not only unethical but also irresponsible.



I guess when someone pushes a case, this person tries to "make justice" mediated by a court. For example, when suing someone a person must push a case. That implies this person must request an attorney's services, depending on the case.

Am I right, or that expression has a different meaning?

I see, Clive. Then when a person just "opens" (?) a case into a court (and he/she is prepared haha), what would be the suitable expression?

'Open' is not natural. We often say 'take a case to court'.
