To pull somebody up

Hello,

What is the meaning of pull up in this sentence.

When two young German girls, rushed to the truck and in desperation began to climb on it the American guards pulled them up. The Russians did not like this.

But how can we feel that 'pull up' here is not a phrasal verb? Just from context?
