To provide, poor

Hi, To provide here refer to "To support economically" ?

Is "Poor" in Mormom poor a noun mass (Plural?) Seems like "Poorness"

"The organization of the welfare program to provide for Mormon poor during the Depression and the radio broadcasts of the Mormon Tabernacle Choir from Temple Square in Salt Lake City gave Mormonism an attractive face."
