How would you differentiate between: "The school inspector's function is not merely to pronounce/pass judgement, but also to suggest improvements"?
I am sorry if the sentence looks weird to you, I found it on the internet.

To me,' pronounce judgement' sounds stiff and rather old-fashioned.

Thank you both. One last question. I came across: "I don't like people who pass judgments on others." meaning "I don't like judgmental people". I may be wrong, but don't judgmental people usually "make quick judgments about others"? According to Macmillan Dictionary, "make" can be used in this collocation. This dictionary has let me and a few other students in the past, so I am not sure if
