To produce& market apparel?

Please look at the following sentence.

"Clothing manufacturers are quick to produce and market apparel that is of the same style as the creations modelled on the runways of top European fashion houses"

I know Since "and" is one of coordinate conjunctions, he can write like that. But does he have to write as "to produce and to market apparel...."?
It took a little long time to understand the meaning of "and market apparel". Couldn't someone tell me which is more natural between "to produce and market apparel" and "to produce and to market apparel"?
