To Power

In the expression, "Talk nonsense to power" (or anything else that ends in "to power," for that matter) is "power" being used as a verb?

Thanks.

If it's a noun, then how can there be a "to" in front of it? Is the nonsense being sent to the level of power?

"to" is a preposition.

Talk to mother about your feelings.

Some people use prayer to appeal to a higher power.

Oh, I see. So it's used in describing somebody talking nonsense to someone in authority?

What about something like, "We shall give him full reign to power and create"? "Power" there is being used kind of like the verb phrase "rule over" and kind of like "empower" as well.

"Talk nonsense to power"

'Power' in the above is a noun.

I see this as a pithy way of saying
'Talk nonsense to powerful people and powerful institutions'.
