To play

I have a question, if they talk about "the first worldwide severe power outage exercise", and then they give a date for this exercise, and it says "register to play at (the address of their website) could the meaning of "play" be different than its usual meaning? maybe play-practice?

What do you think?

I don't think it has to do with games, like pc games... I went to their site Emotion: smile
many thanks for helping
