Does "to perform a memory" in the following contexts mean "to construct a memorial for" or "to commemorate"?

Context #1 (it is the title of a chapter):

Context #2:

If, as a younger generation, we are impelled to play hide-and-seek (or whichever game) at this site, then perhaps this is not as disrespectful or incidental as it appears. Perhaps it has everything to do with the inherent function of such games to ‘play safely with fire’: a sanctioned courting of fundamental human anxieties and emotional pains around loss, failure, abandonment, disappearance and death. And if our inclination is to wander silently in private prayer, but we are disturbed in this activity, it is indeed unfortunate, but our complaints can be heard and therefore contribute to an ‘emerging picture’ of the central question of what the Holocaust means in contemporary Germany and, moreover, what it means to perform its memory.

You know this is all mush. However, it sounds like the usage is closer to "commemorate." But for some reason, the action is important and it is important that it be described as a performance.
