Hi, what's this expression in bold mean? "Hughes Anthony said the tax recommendation is not desined to pad the banks' bottom line." It's about cutting taxes for banks.

In a dictionary: to pad "to dishonestly make bills more expensive than they should be:"
the bottom line "the profit or the amount of money that a business makes or loses"
