To or with

Hello everyone.

I came across the following statement online:

"The Samsung Galaxy S III mini comes with the default Jelly Bean Gallery, which as you'd imagine has been treated to some TouchWiz flavor."

Shouldn't there go with instead of to? How would the meaning differ if with was used?
