1. The forest has dramatically recovered from fire. To some people, it's a miracle of ***.

Not that this is two sentences, not 1.

To some people tells us that this is how some people interpret it.

The forest has dramatically recovered from fire, for some people, it's a miracle of ***.

for sounds a bit like to above, but it also suggests that this was the effect on some people.

Consider a simpler example. They bulit a highway behind Tom's house. For Tom, this was a nuisance.

Do you have any recommendations for places to eat here. <<< Only this is natural.

It needs an article " the" fire". Also using a comma is incorrect because it is a splice.

For them, baseball is just an ordinary sport. Not idiomatic
3. Do you have any recommendations of (for) places to eat here. Or: Can you recommend any places to eat around here?

4. Harry used to fear his parents a lot. My take is,the meaning of "fear" is too strong here . I suppose "....used to be afraid of his parents".
