Which is correct?

Certificate of recognition issued to the company.

or

Certificate of recognition issued for the company.

They are both incomplete as sentences, but that's not really your question.

1. issued to the company - The certificate is given to the company. The company receives it.
2. issued for the company - The company did not issue the certificate. They probably paid someone else to issue it instead.
