TO or AT (please native help)

How would you naturally say these please? A lot of people have told me different things. I'm not sure what's the correct form is.

- The heater isn't on at the max. Turn it up to the max.

- Turn the music up to the max

- The music isn't turned up at/to a max.

- The music is on at/to a max. Turn it up.

- The fan was on at a max.

- The fan was turned on to a max.
