to open or to be opened

Hi there.
"The question will be discussed at the conference shortly to open in Moscow". Here the Infinitive is in function of attribute.
"The question will be discussed at the conference shortly to be opened in Moscow".
Is it possible construction if it's implied that the conference is opened by someone?
1."She asked to be shown the letter."
2."She asked for the letter to be shown."
Are both of them possible? Or if the infinitive concerns the subject we should use the first case, shouldn't we?
