1. "I offer to take care of your belongings"

2. "I offered to take care of his belongings to him"

3. "I offer you the caring of your belongings"

4. "Taking care of my belongings was offered by him"

The first one is OK. The second one can be fixed by replacing "to him" with "for him", but it doesn't really add anything to the meaning.

3. and 4., while grammatically correct, are very unlikely to be said. As for 4., avoid the passive voice when possible.
