"to no avail"

Can I say that a certain series of actions have been TO NO AVAIL?
I've only seen this particular expression being placed at the end of a sentence (as an independent clause actually) which functions as an adverb.

But can I say "I've been searching every clothing retailer store for the merchandise, but so far the hunt has been to no avail."?
