"to never use" or "never to use" ?

Hello,

I just came across this sentence: "the manager plans never to use the young midfielder" ... Shouldn't it be "plans to never use"? I am confused. What is correct? Is there a rule for when you can/have to split the infinitive?

There's certainly no rule requiring you to split it. There are those who feel it should not be split by the negative, but I don't believe they're in the majority.
