Does "people tend to negotiate their own relationship between the two" mean "people tend to move freely between these two realms"?

I don't think the writer used "negotiate" in the sense "navigate". I think she used the modern psycho-babble definition that does not appear in the dictionaries yet, with good reason. It is similar to the use in "negotiate a loan", except there is no second party to negotiate with.
