To meet people in a new place

"To meet people in a new place." (I have to write a how-to paragraph on this topic.) Does it mean (1) to make new friends in a new place or (2) to meet your friends in a place you've never visited before?

It's ambiguous, but (1) comes to mind first for me.

It does not necessarily mean friends. Depending on context, it could mean meeting people in general.
