to measure or to be measured?

The idea seems reasonable. Recognize better workers with extra pay. But it's not that simple. Performance may be easy to measure in some workplaces. ...

My question is about the blue part. It seems that replacing it by "to be measured" also makes sense. I met such situation for some others verbs before. Can you provide some comments about this?

Replacing "to measure" by "to be measured" also makes sense.

English is a language of fixed phrases and in my opinion the passive infinitive just doesn't work in your sentence. No one uses it. No other reason.

When I first read, "to measure" and "to be measured" both seemed correct when used in your sentence.

But I think "to be measured" is more appropriate.

Exp:
Performance may be easy to measure . . . (To measure what?)

Performance may be easy to be measured . . .
