To many 'of' preposition, pls help



The inadequacy of support of information technology application in providing services and to monitor the compliance of the taxpayer.
Does my sentence sound write? Anyone? It doesn't sound natural, does it? Too many 'of' I think, the use of 'of' is already right or wrong?
