To make allowances

Hi,


I'm not sure the phrase "to make allowances" in the context below:

Say an Act of Contrition for your sins. You must trust God, my dear, to make allowances... (The power of the Glory, Graham Greene)

When I checked the meaning of "making allowances" I saw there may be two relating meanings for the context:

1. to pardon; excuse. If I use this, I think (or should I?), it means something like this: "You must trust God for telling your sins. He won't judge you like people do."

2. tolerance. If I accept this, does it mean "You must trust God for forgiveness."?

Which one is true? or Is any of them true? What is the best explanation?

Trust that *** will forgive your small sins because people do make mistakes.

(To make allowances is to overlook some small things that are wrong.)
