To + -ing

1."Why Nuclear Is Essential to combating Climate Change"

2."What is the key to achieving fitness without injury?"

3."Someday it'll put us on track to figuring out what caused the accident when no one was around"

Hi...I've been trying to figure out why the verb following the preposition to has to be in -ing form, whereas in the following examples, it's just plain infinitive

1. "I appreciate your coming to see us"

2. "Should he give up his opportunity to face me for the championship?

How do I know when it should be -ing instead of infinitive after to?

Does the rule fall under noun phrase or gerund phrase?

I really don't have a feeling if there is a difference or not.

I think that to + -ing can only be used when -ing is acting as a gerund not verb, else, you have to use infinitive with 'to' in all cases.
