If you are using a verb form as a noun, the only verb form possible after a preposition is the -ing form.

This knife is used for cutting cake.

1-we know the word coming after preposition is a noun, so if we use a verb after a preposition, it should be appeared as a noun,therefore ,by adding "ING" we change the verb into a noun.
e.g:The girl is interested in drawing pictures.

2-But sometimes "ING" can have another role to the sentence.

we can use also "ing" before "to" with some expressions.
