To infinitive = will or be going to?

A1.I have already sent messages to the people to attend the meeting tomorrow.

A2.I have already sent messages to the people who are going to attend the meeting tomorrow.


?B1. I'm looking for someone to help me out.

B2. I'm looking for someone who will help me out.


C?1. For the people to attend the Friday meeting, we need to buy more chairs so that there is no one who doesn't have a chair to sit on.

C2. For the people who are going to attend the Friday meeting, we need to buy more chairs so that there is no one who doesn't have a chair to sit on.


D?1.You have to inform the people to board the plane that they have to wear masks before boarding.

D2.You have to inform the people who are going to board the plane that they have to wear masks before boarding.


E?1.I have to go back to the people to board the ship to tell them not to board right now.

E2.I have to go back to the people who are going to board the ship to tell them not to board right now.


I'm curious whether for each case A,B,C,D,E, both sentences have the same meaning and for the reason, in such contextes, "to infinitive" can be interchangeable with "will or be going to".
