to-infinitive vs to + passive?

You say "easy to do": This problem is easy to understand.

But how about this one?
An LED light is required to be connected? to the circuit.

Is this passive impossible?

The passive is possible. Then I suppose "easy to do" is the way to say, not to say "This problem is relatively easy to be understood."
