To + infinitive vs ing

What is the difference between these sentences? Are they all correct?

They(Users) are able to perform operations such as placing a line, placing a circle, etc.

vs

They(Users) are able to perform operations such as place a line, place a circle, etc.

Similarly,

The Standard users cannot install/uninstall the application. Doing these operations, they should have admin rights.

Vs

The Standard users cannot install/uninstall the application. To do these operations, they should have admin rights.

Please help.

P.S. I think in #3 example, they are doing those operations and they received an error.

I have already told you what I think, and it is not that. The reference is to any future attempt to perform the operation: they cannot do the operation until they first have administrative authority.
