To-infinitive

"JYPE set to to unleash new girl group miss A"

In the above sentence "to" follows "to". I deciphered the sentence structure as (set to)* (to unleash...)**. ()* is a phrasal verb while ()** is a to-infinitive as noun phrase like "To listen to music is enjoyable". Am I right?

I think this could be a misprint, and only one to was intended. JYPE is set (=ready) to unleash a new girl group. I have no idea why "miss A" is added at the end.
