Grammar

To inf?

Hi all!
Here is the grammar excercise make me confuse:
_ At an early press conference this morning, the president delivered a short speech ____ the state of the economy.
(A. concern B. concerning C. concerns D. concerned)
When I analyst this sentence I think that the blank need a purpose phrase. So, "to concern" is the correct answer, but the answers don't have. Because "to concern" indicates the purpose of a president's short speech.
Could you help me to resolve this problem, I don't know what structure (grammar) of this sentence. ThankS in advance.
