"to include" vs. "including"

I have a question as follows. Please help me.

Q115: Victoria Community House will eventually be renovated ....... a library which will contain history-related books and videos.

a: inclusion

b: including

c: to include

d: included

The answer books says that 'c: to include' is the right answer.

I understand 'to include' is a right answer.

What I do not understand is why 'including' is not right.

Besides, I'd expect something about renovating the rooms of the house, including the library (one of those rooms), but that's not how the sentence reads.
