to hint at what events will happen

People in Germany also wonder what wonderful things the new year will bring, and they have a fun game to try to guess. They melt a little ball of lead and then drop it into a bucket of water. The shape of the cooled lead is supposed to hint at what events will happen.

I presume the bolded part can be replaced by "imply what events will happen." But I wonder why there is "at" after "hint." Is it dispensable? If not, what does it refer to? Thanks.

The exploded lead has abstract shapes; the shapes can hint at concepts - a heart = love; a bone = death; round ***** stuck together = money [these I have made up as examples of shape interpretation]. People doing this will have a list of shapes that they can use to interpret what is hinted.
