To have to call...

Good day friends,

Hope you all will be fine. Please read the sentence given below in which I need some help about the use of "to have to call". Isn't it possible to use "I am sorry to call"? The use of "to have" made me confused.

"I am sorry to have to call you on immediate basis."

Many thanks,
