Hello there,


I'm watching this documentary called "Could Hitler have been stopped?" and one of the historians says:

"It was going to be extremely difficult to have stopped Hitler once he came to power"


I've highlighted in green the structure I'm unfamiliar with. Why doesn't the speaker simply say: ’it was going to be extremely difficult to stop Hitler once he came to power‘?
