To have past participle

hi please help me with these sentences.

main sentence : It seems that she has given much of her time.

a. She seems to give much of her time.

b. She seems to have given much of her time.

which of the two sentences is similar to the main sentence. please enlighten me. under which rule in grammer does this fall? thank you so much..
