To have or having

A new technique ____ , the yields as a whole increased by 20 per cent.

A)working out B) having worked out C)having been worked out
D)to have been worked out

Now I know the D is right, but I don't understand it. I don't know what's the function of the word 'to' ?

Actually, "C" is the right one.
"A new technique having been worked out, the yields as a whole increased by 20 per cent."

It means "As/Since/Because a new technique has been worked out, the yields..."

choice "c" is correct . because the phrase after technique is an adjective clause withe the omision of connector and it must definitely be a passive sentence .so the best choice is "c".
