Do you have an internet connection or do you have have internet connection? By that I mean when your computer is connected to the internet and you have no trouble browsing the internet. Likewise your phone has good reception.

Do you have an Internet connection?

To me, this seems to imply a fixed (wired) connection to a home or office. For a mobile phone, people might say "Can you get a signal?"

I prefer to capitalise "Internet", but opinions about this vary.

Sorry I wasn't clear enough. Which option should I use if I wanted to say that my internet connection is down/poor. Would that be 'internet connection' without the 'an' article? "I have poor internet connection"?

No, use an article.

I have a poor Internet connection.
I have a slow Internet connection.
I have an unreliable Internet connection.
My Internet connection is down at the moment.
