"To have" instead of "who has"

Hi, I was wondering if it's possible to say

"Is he the only athlete to have never won a medal?"

Instead of

"Is he the only athlete who has never won a medal?"

I must explain here that I suspect that CJ is as loathe to split an infinitive as I am. So, I concur completely.
