"to have had"

I heard this expression in a documentary. I think that it is very uncommon, but sounds correct. I have definitely heard "to be had" perhaps "to have had" is similar to that.
it sounds unnecessary though instead of "to be had" you could just say "to have" and "to have had" I don't just to say "to have". What are your thoughts on this? Thank you.

"When you have money, there are a lot of things you can have" would be fine.

That one doesn't work. Perhaps something like this is meant:

When we have the technologies, sciences and all the information we need, we will have a completely new civilization.


That's rather different from the

to have here would mean we could be experiencing this now.
To have had here would mean that we could have been experiencing this for a while already.
