To have been referred to manager

He was pleased to have been referred to the manager.

Is to have been referred to manager an infinitival content clause in the sentence above?

-------------------------------------------

My understanding is that it is an infinitival content clause. I think that it could be replaced by that-clause: He was pleased [that he was referred to the manager].
