To have been / Be

Are both of these sentences correct?

What is the difference in meaning when using 'have been' vs 'be'?
1. The reporter says the suspicious package would have needed to have been manually ignited for it go off.
2. The reporter says the suspicious package would have needed to be manually ignited for it go off.
