"To govern" meaning

In a book I was studying I came across this passage: "They suggest beta-band modulations do not simply reflect motor preparation, but continuously reflect the sensorimotor cortex’s receipt of signals tracking probabilistic quantities that should govern optimal response selection and updating of decision variables as new information is revealed."

I have two questions:
1) What does the verb govern mean here? Does it mean something like guide/conduct to, or does it mean control/adminster?
2) Is "updating of decision variables" linked to the "sensorimotor cortex" or to the "probabilistic quantities"?
