To get/have somebody do something

Hello,

How would you rephase 'get' and 'have' in this sentence?

I can't get/have my kids to learn French.

Does it have the same meaning as in this sentence below?

I got my brother repair my watch or I had my brother repair my watch.

So in present and future both get and have are used with to, am I right?
