To get a visa... via/with?

Hello,

If an institution is going to grant someone a visa to stay in a foreign country, do we say:

1) I'm going to apply for a visa with XYZ University.

2) I'm going to get a visa via XYZ University.

3) I'm going to get a visa with XYZ University.

Thank you
