I didn't want to condemn too many people. When we foster something, we encourage it or help it develop, yes? That's only one of its many definitions. I assume it's not often used.
I'd say foster is reasonably common when talking about certain kinds of development (perhaps only certain kinds of mind tend to use it though). It's particularly used in the phrase "foster new ideas". d
